The U.S. Department of Labor (DOL) Office of Workforce Investment’s Division of Youth Services administers the federal YouthBuild program funded by Congress’ annual appropriation.

The DOL awards YouthBuild grants to eligible community-based nonprofits and public entities through a competitive process to provide education, training, and employment services to prepare opportunity youth—young adults between the ages of 16 and 24 who are neither in school nor employed—for quality jobs and apprenticeship opportunities.

The Workforce Innovation Opportunity Act (WIOA) designates YouthBuild as a pre-apprenticeship program to strengthen the nation’s workforce to meet industry demands.
